  Fylkestinget i Vestfold vedtok den 15. desember 2016 nye krav til VKT for kjøp av transporttjenester. Det ble satt krav til at «ved framtidige anbudsinngåelser knyttet til fylkeskommunens avtale med VKT skal muligheten for nullutslipp være det styrende kriterium». Planlagt anbudskonkurranse var basert på kortsiktige kontrakter med enklere krav til miljø og med grunnlag i fylkestingets vedtak fra 10. desember 2015 hvor det ble satt krav om «klima nøytral skolekjøring i tillegg til buss, innen 2025». På bakgrunn av fylkestingets nye vedtak har VKT valgt å utsette utlysningen av ny konkurranse for å møte kravet om nullutslipp, da fylkestingets vedtak i stor grad forserer og bygger opp om realisering av nasjonale og lokale mål om reduserte klimautslipp. VKT har vurdert at det vil være utfordrende å gjennomføre en konkurranse med skjerpede krav til klimautslipp på den korte tiden frem til kontraktsoppstart 01.08.17, spesielt med hensyn til anskaffelse av egnet materiell. VKT vil forlenge dagens avtaler med 85 skoledager fram til 31.12. 2017. Det planlegges å utlyse ny anbudskonkurranse basert på nye miljøkrav, i løpet av 1.kvartal 2017 med kontraktsoppstart 01.01.2018.
