  Nedre Eiker kommune består av 15 % innvandrere, og bosetter i årene 2016 og 2017 ca 110 flyktninger. Noen av de som kommer til kommunen har svært liten skolebakgrunn og relativt høy alder. Motivasjonen for å lære norsk i ordinære norskklasser ved Læringssenteret viser seg å være svært lav, og progresjonen er tilsvarende. Flyktningtjenesten skal tilby heldags- og helårig program for flyktningene kommunen bosetter. For noen flyktninger er det utfordringer knyttet til praksis/aktiviteter i voksenopplæringens ferier da det viser seg vanskelig å finne egnede praksisplasser, og arbeidsavklaringen blir derfor utfordrende. Flere blir kanskje sosialhjelpsmottakere etter endt introduksjonsprogram. Gjennom et samarbeid mellom flyktningtjenesten, voksenopplæring, NAV og en leverandør, vil den leverandøren kunne gi prosjektets deltakere tilpasset norskopplæring i kombinasjon med arbeidsevneavklaring og utprøving/praksis i flere yrker.
