Det antas at det er mest n\u00e6rliggende \u00e5 klassifisere kontrakten mellom oppdragsgiver og leverand\u00f8r som en bygge- og anleggskontrakt, jf. definisjonen i anskaffelsesforskriften \u00a7 4-1 (1) bokstav d.
