The Clean Energy portfolio aims to achieve increased access to affordable, clean energy and strengthened public management, to ensure economic and social development. \n\nClean energy is supported through Norad, Norfund and the Embassies. Norad and the Embassies provide grant support. Norfund is funded over the state budget and provides risk-willing capital for business development in the form of equity, loans and guarantees. Total annual budget allocations for clean energy have fluctuated between 0.5 and 2.0 BNOK per year. Norad has recently (since 2022-23) adopted a more comprehensive portfolio management approach to clean energy interventions.
