EAL-kode: 190113\nFilterkake: Avfallstoffnummer: 7096. EAL-kode: 190105\nMed bakgrunn av denne klassifiseringen m\u00e5 avfallet lagres p\u00e5 deponi med godkjenning for disse avfallstypene. \nBIR Ressurs AS gjennomf\u00f8rte en markedsdialog som var publisert p\u00e5 Doffin og TED med referansenummer: RFI 356849. Dialogen var for \u00e5 sjekke markedet for alternative l\u00f8sninger og deponil\u00f8sninger for disse to avfallsproduktene. To akt\u00f8rer meldte sin interesse og det ble gjennomf\u00f8rt m\u00f8ter med disse. Akt\u00f8rene var NOAH Solutions AS og Scanwatt AS. NOAH Solutions AS er dagens leverand\u00f8r av tjenesten og har en l\u00f8sning som er godt kjent for BIR. I tillegg presenterte NOAH nye spennende muligheter for behandling av avfallsproduktene. Scanwatt AS presenterte en spennende alternativ l\u00f8sning. L\u00f8sningen er fremdeles p\u00e5 forsknings/pilot stadiet og vil kreve en betydelig investering i kapital og plass ved forbrenningsanlegget. Plass er et problem ved anlegget, s\u00e6rlig sett opp mot den planlagte utbyggingen av CCS anlegg. En annen utfordring med l\u00f8sningen fra Scanwatt er at l\u00f8sningen vil kreve en god del tid \u00e5 implementere, mer tid enn BIR har til r\u00e5dighet da dagens avtale for deponering utl\u00f8per 31.12.2024. \nDet har tidligere v\u00e6rt fors\u00f8kt gjennomf\u00f8rt flere konkurranser for denne tjenesten som kun har resultert i et tilbud. Det er kun NOAH Solutions AS som har inngitt tilbud i tidligere konkurranser. Konkurransene har v\u00e6rt utlyst p\u00e5 Doffin/TED. Sist konkurranse har ID nummer 187792 i Doffin. \nVed en potensiell ny konkurranse er det h\u00f8y sannsynlighet for at kun NOAH Solutions AS vil inngi tilbud fra det norske markedet. \nHvis tilbyder er et utenlandsk foretak som \u00f8nsker \u00e5 tilby utenlandsk behandlingsl\u00f8sning for flyveasken, skal tilbyder ha et norsk foretak som tar ansvar for hele prosessen rundt eksport av meldepliktig avfall (v\u00e6re ansvarlig eksport\u00f8r). Dette kravet settes fordi BIR Ressurs AS ikke har kompetanse eller erfaring med eksport av farlig avfall. Tilbyder m\u00e5 kunne vise til tilstrekkelig erfaring med dette regelverket, og tidligere tilsvarende oppdrag.\nUtdrag fra regelverk som tilbyder m\u00e5 h\u00e5ndtere:\n\u2022 Sette opp kontrakt mellom eksport\u00f8r og import\u00f8r, og behandlingsanlegg.\n\u2022 Stille finansiell garanti for eksporten til Milj\u00f8direktoratet som dekker alle kostnader. forbundet med eksporten og behandlingen, hvor det er tatt h\u00f8yde for at flere lass kan v\u00e6re under transport samtidig.\n\u2022 S\u00f8knader om samtykker fra alle involverte land, ogs\u00e5 transittland. \n\u2022 Forh\u00e5ndsmelding om avfallsforsendelse.\n\u2022 Tolldeklarering.\n\u2022 \u00c5rlig rapportering til Milj\u00f8direktoratet.\nTidligere erfaringer viser at det ikke har v\u00e6rt noen utenlandske selskaper som har vist interesse for konkurransene, samt det var ingen utenlandske selskaper som meldte sin interesse til markedsdialogen som ble gjennomf\u00f8rt v\u00e5ren 2024. \nMed bakgrunn i dette anser BIR Ressurs AS at det er kun en leverand\u00f8r som kan levere forespurte tjenester og \u00f8nsker derfor \u00e5 inng\u00e5 en avtale for deponi og behandling av flygeaske og filterkake med NOAH Solutions AS. Avtalen vil ha en varighet fra 01.01.2025 til 31.12.2029 (4 \u00e5r). EAL-kode: 190105\nMed bakgrunn av denne klassifiseringen m\u00e5 avfallet lagres p\u00e5 deponi med godkjenning for disse avfallstypene. \nBIR Ressurs AS gjennomf\u00f8rte en markedsdialog som var publisert p\u00e5 Doffin og TED med referansenummer: RFI 356849. Dialogen var for \u00e5 sjekke markedet for alternative l\u00f8sninger og deponil\u00f8sninger for disse to avfallsproduktene. To akt\u00f8rer meldte sin interesse og det ble gjennomf\u00f8rt m\u00f8ter med disse. Akt\u00f8rene var NOAH Solutions AS og Scanwatt AS. NOAH Solutions AS er dagens leverand\u00f8r av tjenesten og har en l\u00f8sning som er godt kjent for BIR. I tillegg presenterte NOAH nye spennende muligheter for behandling av avfallsproduktene. Scanwatt AS presenterte en spennende alternativ l\u00f8sning. L\u00f8sningen er fremdeles p\u00e5 forsknings/pilot stadiet og vil kreve en betydelig investering i kapital og plass ved forbrenningsanlegget. Plass er et problem ved anlegget, s\u00e6rlig sett opp mot den planlagte utbyggingen av CCS anlegg. En annen utfordring med l\u00f8sningen fra Scanwatt er at l\u00f8sningen vil kreve en god del tid \u00e5 implementere, mer tid enn BIR har til r\u00e5dighet da dagens avtale for deponering utl\u00f8per 31.12.2024. \nDet har tidligere v\u00e6rt fors\u00f8kt gjennomf\u00f8rt flere konkurranser for denne tjenesten som kun har resultert i et tilbud. Det er kun NOAH Solutions AS som har inngitt tilbud i tidligere konkurranser. Konkurransene har v\u00e6rt utlyst p\u00e5 Doffin/TED. Sist konkurranse har ID nummer 187792 i Doffin. \nVed en potensiell ny konkurranse er det h\u00f8y sannsynlighet for at kun NOAH Solutions AS vil inngi tilbud fra det norske markedet. \nHvis tilbyder er et utenlandsk foretak som \u00f8nsker \u00e5 tilby utenlandsk behandlingsl\u00f8sning for flyveasken, skal tilbyder ha et norsk foretak som tar ansvar for hele prosessen rundt eksport av meldepliktig avfall (v\u00e6re ansvarlig eksport\u00f8r). Dette kravet settes fordi BIR Ressurs AS ikke har kompetanse eller erfaring med eksport av farlig avfall. Tilbyder m\u00e5 kunne vise til tilstrekkelig erfaring med dette regelverket, og tidligere tilsvarende oppdrag.\nUtdrag fra regelverk som tilbyder m\u00e5 h\u00e5ndtere:\n\u2022 Sette opp kontrakt mellom eksport\u00f8r og import\u00f8r, og behandlingsanlegg.\n\u2022 Stille finansiell garanti for eksporten til Milj\u00f8direktoratet som dekker alle kostnader. forbundet med eksporten og behandlingen, hvor det er tatt h\u00f8yde for at flere lass kan v\u00e6re under transport samtidig.\n\u2022 S\u00f8knader om samtykker fra alle involverte land, ogs\u00e5 transittland. \n\u2022 Forh\u00e5ndsmelding om avfallsforsendelse.\n\u2022 Tolldeklarering.\n\u2022 \u00c5rlig rapportering til Milj\u00f8direktoratet.\nTidligere erfaringer viser at det ikke har v\u00e6rt noen utenlandske selskaper som har vist interesse for konkurransene, samt det var ingen utenlandske selskaper som meldte sin interesse til markedsdialogen som ble gjennomf\u00f8rt v\u00e5ren 2024. \nMed bakgrunn i dette anser BIR Ressurs AS at det er kun en leverand\u00f8r som kan levere forespurte tjenester og \u00f8nsker derfor \u00e5 inng\u00e5 en avtale for deponi og behandling av flygeaske og filterkake med NOAH Solutions AS. Avtalen vil ha en varighet fra 01.01.2025 til 31.12.2029 (4 \u00e5r).
