Background\n\nThe Faculty of Medicine at the University of Bergen conducts Objective Structured Clinical Examinations (OSCEs) as part of the assessment process in healthcare education programmes. OSCEs are currently used in both the Medicine and Dentistry programmes. Today the examinations are using Qpercom software.\n\nThe University wishes to explore the market for software solutions that support the planning, administration, delivery, and analysis of OSCE examinations. The purpose of this Request for Information (RFI) is to gather information about available products, functionality, technical capabilities, and future development plans.\n\nThis RFI is not a procurement process and does not commit the University of Bergen to any future purchase or contractual arrangement.\n\n2. About the Examination Format\n\nAn OSCE is an examination format where students rotate through a series of stations involving clinical tasks. Student performance is observed and assessed \u201clive\u201d by examiners.\n\nLarge examination cohorts require several parallel examination circuits to run simultaneously. Consequently, any proposed solution should be capable of supporting complex examination setups involving multiple students, examiners, stations, and concurrent circuits.\n\n3. Purpose of the Solution\n\nThe University seeks a solution that supports the complete OSCE workflow, including:\n\nExamination planning and setup\n\nAdministration of students, examiners, and support staff\n\nReal-time examination delivery\n\nRecording and storage of assessments\n\nMonitoring and oversight during examination sessions\n\nAnalysis and reporting of results\n\nDistribution of feedback and results to students\n\n4. Required and Desired Functionality\n\nSuppliers are invited to describe how their solution supports the following functional areas.\n\n4.1 User and Role Management\n\nThe solution should be capable of:\n\nManaging multiple user roles, such as administrator, examiner, and student.\n\nProviding secure authentication and login capabilities.\n\nImporting user data from files, including CSV format.\n\nSupporting large groups of students and examiners.\n\n4.2 Station, Task, and Assessment Management\n\nThe solution should be capable of:\n\nCreating, editing, and maintaining OSCE stations and tasks.\n\nCreating and managing standardized checklists and assessment forms.\n\nReusing previously developed stations, tasks, and assessments.\n\nSupporting different assessment criteria and scoring methods.\n\n4.3 Examination Planning\n\nThe solution should be capable of:\n\nCreating and managing examination circuits.\n\nConfiguring stations and associated tasks.\n\nAssigning students and examiners to circuits and stations.\n\nManaging multiple examination circuits running in parallel.\n\nProviding an overview of examination logistics and scheduling.\n\n4.4 Examination Delivery\n\nThe solution should be capable of:\n\nPresenting relevant information to examiners during the examination.\n\nDisplaying which student is assigned to a station at any given time.\n\nProviding an intuitive interface for recording assessments.\n\n Saving assessment data continuously during examination delivery.\n\nSupporting recovery and continuity in the event of technical disruptions.\n\nSupporting use on tablets, laptops, and other relevant devices.\n\n4.5 Real-Time Monitoring and Administration\n\nThe solution should be capable of:\n\nProviding administrators with real-time oversight of examination activities.\n\nDisplaying the status of stations, examiners, and students.\n\nIdentifying missing assessments, delays, or other irregularities.\n\nProviding dashboards or similar monitoring tools.\n\n4.6 Reporting and Data Visualization\n\nThe solution should support presentation of assessment data and results:\n\nBy individual student.\n\nBy task or station.\n\nBy examiner.\n\nAcross the examination as a whole.\n\nThrough tables, matrices, charts, dashboards, or similar visualizations.\n\n4.7 Analysis and Quality Assurance\n\nThe solution should be capable of:\n\nCalculating overall results and aggregated scores.\n\nSupporting quality assurance and evaluation of examination delivery.\n\nProviding statistical analyses related to tasks, examiners, and student performance.\n\nSupporting analyses of reliability and consistency in assessment, including commonly used psychometric measures.\n\nSuppliers are invited to describe all available analysis, reporting, and quality assurance capabilities.\n\n4.8 Student Feedback and Results Distribution\n\nThe solution should be capable of:\n\nDistributing individual examination results to students.\n\nPresenting results in a clear and understandable format.\n\nProviding performance data at station or task level.\n\nOptionally providing benchmark comparisons against relevant cohorts or peer groups.\n\nThe University of Bergen appreciates your interest and looks forward to receiving information about relevant solutions available in the market.\n\nDeadline for reply to the RFI:\n\nThe requested information should be at UiB\u00b4s disposal no later than 27th of November 2026.\n\nReplies to the RFI can be submitted in the portal or directly to Trygve.Knag@uib.no\n\nWhen using e-mail use the following subject: Response to RFI ANSK-OSCE\n\nConfidentiality\n\nUiB will treat all replies as confidential; under no circumstances will information received be released to any third party.
