Formålet med avtalen er at kundene på avtalen får tilgang til TV-kanaler, særlig norske og utenlandske nyhetskanaler. Tjenesten skal være enkel å administrere. TV-signalene skal kunne videreformidles av DIO både via koaks-linjer og fiber (IP-TV) til skjermer på ulike lokasjoner, og til et antall personlige klienter (PC, mobil)
