Description

The purpose of this Framework agreement is to leverage research and analysis to enhance strategic decision making related to selection of partners, interventions and activities in Norad’s grant management of the civilian part of the Nansen Support Programme for Ukraine. Furthermore, the purpose is to access in depth contextual knowledge in Ukraine and Moldova as well as to create learning loops to make necessary adjustments to the portfolio. In addition to knowledge products, the services would include facilitation of learning processes in the department. Norad will require consultancy services related to the management of the civilian and humanitarian part of the Nansen Support Programme for Ukraine, thematic areas of importance for the humanitarian assistance and reconstruction efforts in Ukraine, the wider donor landscape, the Norwegian engagement in Ukraine and Moldova. More specifically, the consultancy services will be covering the following thematic areas: 1. Humanitarian assistance 2. Energy support 3. Budget support 4. Governance, including democracy and human rights. 5. Cross-cutting issues in Norwegian development aid (gender, human rights, anti-corruption, environment), and conflict sensitivity and locally-led development. 6. Other areas of importance for Ukraine and Moldova.
