Description

The Contracting Authority invites tenders to this request for tenders ("RFT") from Providers of Consulting Services (the "Service provider") to assist the Contracting Authority by providing information on the global energy related markets; (1) global energy markets, (2) global macroeconomic outlook, (3) global carbon emissions markets, (4) global crude oil and oil product markets, (5) global Natural Gas Liquids (NGL) markets, (6) global and European natural gas markets including LNG, (7) Global LNG markets, (8) hydrogen and hydrogen derivatives, (9) market for critical minerals and energy related metals, (10) carbon capture, transport and storage markets, (11) analysis of global industry trends in the oil and gas sector. This public procurement competition is divided into eleven lots (each a “Lot”) as described below in section 1.3. There is a need for additional, limited analyses associated with each Lot. The Service provider must therefore offer an hourly rate for such additional analyses in their tenders, cf. Appendix 3 Tender prices table 2. The Contracting Authority are aware that some Service Providers may have pre-defined products with content that may cover needs of multiple Lots. Eventual adjustments of these pre-defined products will be part of the negotiations with the Service providers on the shortlist. The Contracting authority will emphasize, but not require, eventual offers to partly of fully customizing the analytical products to our need. Any contract that may result from this Competition shall have a duration of 2 years from signing. The contracting authority has the right to extend the framework agreement for a further year at a time up to three times (2+1+1+1) on the same terms and conditions. The total value over 5 years of the procurement is estimated to a range between NOK 17.5 mill. excl. VAT and NOK 20 mill. excl. VAT. For further information on the scope and content of the procurement, we refer to Appendix 1.
