Anskaffelsens formål er å inngå kontrakt om kjøp av forskningstjenester. Kommunal- og distriktsdepartementet (KDD) og Forsvarsdepartementet (FD) ønsker å øke kunnskapen om hvordan Forsvaret kan være en god bidragsyter til lokalsamfunnsutviklingen i distriktskommunene de er lokaliserte i, og hvordan kommunene i gjennomføring og oppfølging av planarbeidet kan legge til rette for god dialog og samarbeid med Forsvaret lokalt.
