Lånekassen gjennomfører konkurranse med forhandlinger for IT-tjenester knyttet til offentlig sky, rådgivning og drift. Nye avtalemodeller skal tilpasses Lånekassens reviderte sourcingstrategi. SaaS er foretrukken leveransemodell for alt som ikke utvikles internt. Ved bruk av IaaS- og PaaS-tjenester skal «offentlig hyperscale sky» velges. Med «offentlig hyperscale sky» menes betydelige, veletablerte og markedsledende skyleverandører som for eksempel Microsoft Azure, Amazon AWS og Google Cloud Platform.
