Hordaland fylkeskommune (HFK) og Sogn og Fjordane fylkeskommune (SFJ) går saman i ein region frå 1. januar 2020. I samband med dette, skal det gjennomførast mange ulike delprosjekt for å samordne organisering, strategiar, arbeidsmåtar og system. Til dette vil det bli behov for eksterne ressursar, og det er ønskjeleg å inngå ein rammeavtale med ein leverandør om bistand til prosjektstøtte.
